A file has been set which is named The Arabic Belt and the settlement of Arabs in the Kurdish area in Syria:
Introduction
It has been known that the north and north east of Syria is a Kurdish area, or west Kurdistan. As it’s lived mostly by Kurds, which are the original people in this area, also there is some Kurds in Damascus, Aleppo, Lazqya and Humes. If you go back to its roots since “Ayubi republic” also the immigration of the Kurdish people from villages to cities which lead to a large Kurdish society in Aleppo, Hasaka, Raqa, Damascus and other cities. Kurds are 15% from the overall Syria’s population as its the second large ethnicity after Arabs in Syria, the results of the chauvinism and racism of the ongoing government which looked at Kurds with no trust and set them to be the danger on the settlement and the safety of the country. In order to avoid all these they set a political genocide and knowing the different ethnicities as changing it demographically for the area—Arabism politics.
In the area which was lived by the Kurds they tried to get rid of the Kurdish education, in order to do so they released laws to act on it politically, for that reason they acted on the Arabic belt and took the Kurds nationalities. Then they started to work on the Arabic belt practically the plan started to denationalise the Kurds in order of the unfair census law which was set on the 5th October 1962 where more than 150000 Kurds were denationalised as it kept increasing to 300000 and is still increasing. After that they moved to the law which is called the statistics law and the Arabic belt practically which was set in order to change their area to farms for the government and avoiding the original owner to invest it. They started this plan on 24th June 1924 and setting 4506 Arabic families in 40 settlements in an area which is 375km long and 15-20 Km wide. And until today this politic is still going on in order to settle another 151 arabic families from Shadadi in the town of Derek and the Karka Miro and Kazaljky, Kare Rash and Qudorbek and Kharabrashek villages.
There is another plan to settle another 800 Arab families in the Sary Kani area.The aim of all these politics are to arabise the Kurdish area by getting rid of the Kurdish culture and education even though its against all the morality and international system as it creates a loud shout towards the national human rights.
The plan of the arabic belt and the idea and results and goals:The idea
This was an idea of lieutenant Mohamad Talib Hilal (The leader of the security force in the city Al-Hasaka) who issued a book in the beginning of 60s (1961) and was re-established on the 12th November 1963 with a heading (A study on the Jazeera govern ate from its nationality social and political prospective) which contained a chauvinist ideas and slander which lead to recommendation to abstract Kurds from their nationality, land and to practice the arabism policy and immigrating also starving Kurds as well not educating them, their rights and building settlement like the settlements of Israel in Palestine.A script legislation was established on 11th November 1964 to allocate the border areas as they set Al-Hasaka governor as a border area and they abandon them from building, moving, change, or any rights on the existing land that were on the borders area as they rented it and built companies and they contracted enterprises to invest it agriculturally for 3 year periods also all the company contractors and investors in the agriculture land is needed for farmers, workers and specialists from Europe only with licence from the home secretary and with an idea from the agriculture minister of course after the acceptance of the defence minister, this was the starting step of the chauvinism project, after that in 1966 in the national seminar which was made by the Bath party in the 5th paragraph from the recommendation, in the matter of Al-Hasaka govern ate (to give a second look at the land owner which were surrounded on the Syria, Turkey borders) 375 Km long and 15-20 wide and set it to be owned by the country as to be invested by government. Then they set deformed and untrue rumours that had a danger from the imperialism threatening Syria on a plan to build a Kurdish essence on the Syrian-Turkey borders by Kurds which immigrated from turkey and Iraq which have been sent from the imperialism, as they set conspiracy and spy agents for Syria and Arabs therefore Arabs should be aware and ready to rescue themselves
The Plan and Execution
1. Final warning from the Mayor of Al-Hasaka was given to the villagers, farmers and owners to stop them from investing the taken up land then the government can start to tillage and throw the seeds
2. The offices which were set for seizing lands to organise the taken-up lands
3. The agriculture office started their procedures to move around 4000 families from the “belt” area to other areas until the procedure is successful. As they prepared for this plan to abstract 25000 from the people on the borders to get their nationality taken off them and stop them from living in their own lands as well as force them to immigrate to inner cities and some to the outer cities even if they had to use force to get them out.
4. They used young Arabs which believe in the Arabism and have faith in their country to work as armed workers in the belt area and to protect the planting

A lot of meetings were set by the Bath party for the Kurdish villages to put the spot light on the dangers by the imperialism also to explain that for their peopleThe results of these procedures started a lot of fighting between the Kurdish farmers (which owned the lands) and the Syrian government and its security machines as they used a lot of ways to torture the Kurds. The legislation kept going on through their procedures and that is after 16th November 1970 then there were other recommendations on the 5th seminar from the Bath party which was set on the 12th May 1971 in the paragraph 12 in this order (to work on their low points, to help the country’s wealth, economy and safety) then supported that step and set up rumours against the Kurdish people in order to hurt them culturally and nationally. After the end of the (Teshrin War) in 1973 they occupied the border line which was 375 Km and 15-20 Km was handed to the country, and new decisions were made which was called number 521 in 1974, it brought tens of thousands of Arabs from Aleppo and Raqa and they spread them in more than 40 settlements also settled them in a sample of villages which was on the way between Ayn Diwar and Sare Kanye where they spread them in units and set a certain length of line (150-350 Donem) for each unit.
Results and Goals
1. Abstract the nationality of Kurds which didn’t commensurate with the legislative re-script number 93 which was published on 13th August 1962 and was used on the 5th October 1962 then abstracting them from their lands again
2. Deprivation thousands of Kurdish families and farmers from its agriculture lands which they lived on and forced them to immigrate and live under hard economic pressure which affected them mentally, socially and culturally.
3. Forcing them to immigrate to the inner and outer of Syria to change the demographic setting and to abstract the Kurdish nationality
4. To arabise the Kurdish areas and changing the name of its villages to arabic names
5. Change the Syrian country to Arab country only where its governed by the Bath party and its chauvinist programmes and racism

The Idea
The idea of settlement and arabising in the Kurdish village (Derik) is a follow up of the protocols of Mohamad Talib Hilal (Leader of politics in Al-Hasaka) in that period which was set with a project as the arabic belt and lustrum, all that was to get rid of Kurds and their education and culture, language even people’s name as it set to be another series from the politic series of the genocide of Kurdish people.The plan and how it was setThe agriculture departmentNumber /2/16/mdDate 3rd February 2007To the agriculture department managing committee in Al-Hasaka:

-we show you a copy from the meeting dated 5th March 2007 between the ministers secretary and the general unionist and had ideas for the compensation for the farmers which their lands were flooded and the farmers in Mehmeya Abdul Aziz mountain.
-a copy of the notes of the ministers leader number /854/m dated 19th February 2007 which was raised with the proceedings of the meeting to the ministers leader for the acceptance statement-a copy of the notes of ministers leader number /1941/1 dated 12th March 2007 which contains the acceptance of the meeting that has pointed to.We would like you to appeal the procedure of the continuing of portioning out the lands facilities by the government as it contains in the meeting proceedings and the acceptance of the ministers leaders, according to the bases which is based onthe government leader number /83/ dated 2000 number /168/ dated 2006 and their recommendation which will unite:
1- Farmers with flooded lands
2- Farmers of the Mehmya Abdul Aziz mountain
3- Owners of the stopped dealings for the reasons of portioning out land projects
4- Other departments according to preferability which are based on the recommendation to get doing the right thing.
Agriculture ministerDr. Adel SafarBuilding on the settlement which came from agriculture minister under number 1682/M D dated 3/2/2007 and with a direction from the leader of the Al-Baath party and the judge to appeal the proceedings of portioning out the lands which were governments land as they will settle 151 arab families in these villages which will have 5600 donem from the governments farm in the 5 villages which were named, as most Kurds are living there and most of them are poor and live under bad conditions where they don’t have roads or water.Most of their houses are made from mud, which makes it hard for them to go out, as most of them don’t even own any agriculture land, 25% from these people have no nationality according to the law in 1962. Also leaving allot of Kurds un-educated, having one school for the 5 villages as the school is a very old one with very little facilities.
The goals and results:
· The governments work on immigrating people.
· Un-educating Kurdish parts and arabising them.
· Leaving Kurds under poor conditions in order to get rid of the Kurdish identification.
· Making trouble between Kurds and Arabs.
· Try to divide Kurds as they tried doing that before.
We would like to let know all the international authorities for the humanitarian situation which is linked worldwide. And to held weak people, and people which haven’t got their full human rights and protect them and their dignity.
Looking from the humanitarian point of view which these human right associations are built on and knowing that human rights are important; to help our Kurdish people from the Arabic belt law as their land has turned to a prison for them, and to remove the settlement proceedings like the Israel settlements. Also to remove this decision of settling Arabs in Derik and give back Kurds nationality back to them. We would like you to find a solution for Kurds in a democratic and humanitarian point of view.
